Society and power
Those who have no place in other countries of Vorto come to SPR: fugitives, debtors, mercenaries, smugglers, and people with dark reputations. For some, SPR is a chance to begin again. For others, it is a place to hide, earn money, or become part of the local power.
The main center of power is Staon. It is governed by Tanzhir, the mayor of Staon. Tanzhir is a local criminal authority. He controls a significant share of the city’s deals, protection, debts, and shadow agreements.
Beyond Staon begins the territory of the desert. Tribes of desert folk often attack there, so crossing SPR lands without a guide, guards, or a prior agreement can be dangerous.
